Dr. Daniel Nigohosyan
Daniel is a seasoned expert in monitoring, evaluation, and impact assessment, with extensive experience of close to 20 years in EU and national projects – more than 100 projects, valued over €20 million. With a strong academic foundation, including a PhD in Economics and multiple advanced degrees in International Relations and Political Science, he combines theoretical expertise with practical application. Over his career, Daniel has held key positions at institutions such as Ecorys, where he led the Better Regulation team in Brussels, and Sofia University, leading and managing multidisciplinary project teams (close to 20 projects in a leadership/coordination position and 10 projects as a QA manager).
His work spans a broad spectrum of areas, focusing on Better Regulation. Daniel has a proven track record in delivering studies across diverse sectors, from advisory services to academia. His portfolio includes leadership roles in projects for major European institutions like the European Commission (DG GROW, DG RTD, DG ECFIN, DG HOME, DG TAXUD, DG SANTE, DG AGRI, DG ENER, DG ENV, DG REGIO, DG REFORM, DG MOVE, DG CNECT, DG MARE, DG NEAR), the European Parliament, the European Investment Bank, the Financial Mechanism Office (FMO), as well as for national governments and agencies. He specialises in designing and implementing evaluations of policies, legislation, and programmes (more than 60 evaluation studies), impact assessments, indicator systems, methodologies like counterfactual techniques, and tools for quantifying costs and benefits.
Daniel has also provided several training sessions on M&E, and quantification for various clients, including the Commission. In his recent work, he has always sought opportunities to use AI in responsible ways. In addition to his consultancy work, Daniel has contributed to academia as an assistant professor, publishing extensively on topics such as EU grants, energy efficiency, and programme design.
Andreas Pauer
Andreas is a key expert in EU impact assessment, legislative simplification and competitiveness analysis, with 13 years’ experience in advisory and research. He has delivered more than 60 projects – valued at over €65 million – for EU Institutions, national administrations and private-sector clients.
Across his portfolio, Andreas has served as lead or senior expert on over 15 impact assessment studies, with a particular focus on effectiveness, efficiency and economic impacts. He has advised on more than a dozen initiatives to simplify legislation and reduce administrative burden, applying tools such as the Standard Cost Model, cumulative cost assessment and gold-plating analysis. As a thematic specialist, he has contributed to some 20 projects examining sector competitiveness, value-chain vulnerabilities and strategic dependencies, developing scenarios to enhance economic resilience.
In management roles, Andreas has overseen more than 20 projects – up to €6.2 million in size – ranging from analytical studies to complex technical-assistance assignments. His stakeholder-engagement work spans interviews, surveys, case studies, focus groups and large-scale public events, as well as bespoke training and one-to-one coaching.Before co-founding the firm, Andreas held senior posts at Ecorys, including Principal Consultant, EU account manager (DG GROW, DG CNECT, DG DEFIS, EISMEA) and Head of Business Development, leading a 20-strong team. He has also delivered capacity-building programmes on digital transformation and Better Regulation for the College of Europe and various Digital Innovation Hubs (DIHs).
Andreas holds three master’s degrees in economics and political science from the University of Innsbruck and in European economic studies from the College of Europe, Bruges. An AI enthusiast, he tailors GPTs to support evidence-based impact assessments.
