WHO WE ARE
Better Regulation experts, founded in Brussels in 2025
15+ years of experience in evaluations and impact assessments for the EU institutions. Since our founding, we have contributed to more than 20 projects for twelve Directorates-General of the European Commission, the European Parliament and other public and private stakeholders.
In 2026, Rel-I was a finalist in the B2B category of the Belgium Startup Awards and was accepted into Anthropic’s Startup Programme.
WHAT WE DO
Five service lines across the EU policy cycle
Evaluations, impact assessments, regulatory cost assessments, competitiveness analyses and capacity building – for the European Commission, the European Parliament, national administrations and private clients.
Each service line rests on strong methodological foundations, deep and cross-cutting policy understanding, and a commitment to innovation.
OUR AI PLATFORM
Bertha
Our in-house AI platform for EU policy analysis, running on European infrastructure: one library of over 2,800 Commission evaluations, impact assessments and supporting studies plus 3,500 national evaluations, a quality-checked database of more than 20,000 costs and benefits, and tools for document search, transposition and simplification checks.
Its cost-benefit components build on our CBAI feasibility study, developed with the support of CETIC and VUB and co-funded by the Brussels-Capital Region – Innoviris.
OUR PEOPLE
A pool of key experts
Dr. Daniel Nigohosyan and Andreas Pauer founded the company based on their experience of almost two decades in Better Regulation and more than 160 projects.
Building thereon, we have established a team of senior associates allowing us to cover the full Better Regulation toolbox – from cost-benefit analysis and the Standard Cost Model to econometric modelling, counterfactual methods and large-scale consultations – across the digital economy and AI, industry and competitiveness, health, cohesion, employment, justice, taxation and energy.
